Fork Tubes…inner ring

Hi all. 74 CB550. Just removed the front forks. In one of the fork tubes, there is an inner blocking ring that sits within a groove. In the second, broken bits came out and there is no ring sitting in that groove. Is this fixable or do I need new fork tubes? Thanks.
